Why was this winter so cold in the south? The dormant sun allows more nitrous oxide to destroy ozone.

So more UV comes in at the poles, making the atmosphere warmer there, and shifting polar air south.
It has been hypothesized by some that the difference between our solar system's center of mass and our Sun's center of mass accounts for the effects on the Sun's nuclear reaction which we know as sunspots.
Earlier hypothesis had involved our sun's wind diverting cosmic rays, so the sun's quiescence led to charged particles forming clouds.
Before Benny took the Cambridge Conference over to AGW scepticism propaganda, while he was still doing science, some of the contributors were working through these problems.

Now wait a minute! I may be coming closer to having the attention span of a gnat thanks to Twitter & Youtube, but I still remember that the solar studies claimed the peak would come in 2012.
Did they change the date to steer away from the woo woo stuff?

I can't remember anything like that. And I don't know if any of the main published forecasts are any good...
Timo Niroma was probably the first to spot the gravity connection, by incidentally mapping Jupiter against the sunspot cycles. There was a South African team who did a more rigorous analysis later.
There are probably multiple forecasts out there, and you have to look at the basis for each one.
Remember, Benny moved the Cambridge Conference away from climate science, including impact events, over to economic and political propaganda ("analysis") in January, 2004. This is not revealing any personal confidence, as I wrote to Benny multiple times to remain focused on the science.

It's been a while since I put on my tinfoil conspiracy hat —yuck, I need to clean it up— BUT, reading the above paragraph made me think about our 2nd favorite conspiracy-related installation (or has Area 51 been demoted recently?).
We do know that HAARP is capable of heating the ionosphere, so my question would be: can HAARP produce a noticeable amount of nitric oxide in the upper atmosphere?
It's not the depth of the rabbit hole that bugs me...

First off, take off the tin foil hat. There are Russian scientists who work on HAARP as well.
Why? Both the US and Russia rely on early warning radar systems that use ionospheric bounce. So it is of benefit to both countries (and the rest of the world) to know more about the ionosphere.
I spent some time trying to convince the late Jerry E. Smith that HAARP was not an ABM system, and that a test of it did not destroy Space Shuttle Columbia. I don't think I ever managed to convince him.
I haven't heard yet who will inherit Jerry's tin foil hat, now that he's gone. Since David didn't want to pay 45% for "Angels Don't Play This Harp", when he could pay %15 to Jerry for "HAARP: The Ultimate Weapon of the Conspiracy", we'll just have to wait for Jerry's estate to be executed - maybe he left it to him.

I don't know what ABM means. Anti-Ballistic-Missile? I don't claim to know whether HAARP can be used as a weapon or not; but I am curious about the effects they can produce in the upper atmosphere.

Why not just write an email to one of the scientists working on the HAARP team and ask them your question?
I think that because the science is so very complex, it attracts conspiracy theorists. They look at who does the funding, and go off on the NWO or related tangent trying to make sense of it all for themselves.
Sadly, in a parallel process, a lot of UFO enthusiasts theorists
think that microchips and lasers came from recovered alien spacecraft.
There's probably a market for a book turning HAARP into an ET transmitter.

I honestly think that the scientists that came up with the installation are partially to blame; because in order to sell to the US government the need to having such a facility that could study the ionosphere for basic science research, they also suggested all these other military applications HAARP might be good for as well —such as transmitting messages to submerged submarines, detecting underground enemy bases, etc.

That Wired article I think was supposed to be a positive piece on HAARP, but all it seemed to show that everyone involved is either telling lies or getting inside jobs on which they go overbudget.
Meanwhile, the info you posted about the capability of the facility to transmit "ver 1 GW effective radiated power (ERP), near Tromsø, Norway" further fuels my suspicions that HAARP was involved with that funky Norway Spiral incident —sorry, once you put it on, it's damn hard to get that tinfoil hat off :)
