That is, some content provides pay extra fees to the companies that do the traffic forwarding, and this content is then forwarded faster than other content.
What does this mean?
One consequence could be that those with more money have more influence on what content gets delivered. While this is of course true already, allowing this preferential forwarding is yet another tool. One that is not currently part of the internet, and it isn't part of it for a reason.
Another consequence could be that the "extra" fees become less "extra", effectively shutting up content providers selectively.
